The Council of Europe publishes regular statistics on imprisonment and penal institutions in Council of Europe Member States, as well information on non-custodial sanctions and measures.

In its latest report, it emerged that the top 10 countries with the most overcrowded prisons are Hungary, Belgium, Macedonia, Greece, Albania, Italy and Spain. Further, the data shows that the highest number of prisoners serving life sentences can be found in Britain.

In general, the prison population has risen all over Europe, with the grand total reaching 1,600,324 in September 2014, (the equivalent of 94% of EU prison capacity).
